Apply an action from a run
POST /api/v1/decision-intelligence/runs/:runId/apply
Forwards the action to its target engine (Blog Engine, Campaign
Builder, Auto-Price, etc.). Most actions execute as DRAFT and
require subsequent confirmation in the merchant UI.
